The aliens came to earth in peace, but humans thought they were invading, so they declared war and massacred almost all of them. Eventually, because they weren't fighting back, humans realized they weren't a threat, and now humans and aliens — called Dragonflies because they look like, well, Dragonflies — live in an uneasy peace, not mixing very often.
A kite-maker, who sells her wares out of an antiques shop, has mostly Dragonflies as customers since they love to fly kites for some inexplicable reason. This makes her a popular target for the skinheads, who regularly come into her shop and try and harass her and her customers. One of these times, Tove, a Dragonfly, is browsing her wares when the skinheads come. The kite-maker shoos him to the back and talks the skinheads into leaving. Then, they meet again in the back. He wants to buy a kite, but it's clear he doesn't have the money. The two share an intimate moment and Tove leaves.
In the meantime, the kite-maker's sons are learning about the massacres, which the aliens call the Arkfall Massacres and the humans call the Fallings. At one point, she catches her sons re-enacting the massacre with a Dragonfly boy. She makes them drive with her and apologize to the boy's mother.
The skinheads come back to her shop and light it on fire. The kite-maker shoves her toys into her car and drives to where Tove lives, and gives him the kite he wants.
