Kerry hosts a popular TV show where she communicates psychically with animals. She's surprised and confused when Homeland Security asks her to visit a maximum security prison on a miserable little island and assist them with a top-secret project. Believing she has no choice, Kerry reluctantly agrees to the job despite her extreme phobia of water. She arrives in a bizarre wonderland - imprisoned since the 1920s, the island fortress' captives are proto-human sea creatures. Once normal people, these monsters developed "the Innsmouth look" and discarded their humanity, including their ability to communicate. That's where Kerry comes in.
She attempts through various methods to form a connection with the creatures, finally succeeding by diving into the ocean she fears alongside one of them. However, just as Kerry begins to understand the creature, its jailers believe it to be harming her, drag it onto the beach, and shoot it to death. That night, a gigantic sea monster attacks, breaking the prison open and killing many of its guards. The creatures go free, and although Kerry survives, she's utterly haunted by them and their love for the deep and terrifying parts of the ocean.
She returns to Innsmouth, where she believes they'll eventually wash ashore, as it is the only home many of them know. With her daughter in tow, Kerry spends a month in the dismal fishing village, plagued by nightmares and a slipping sense of reality. Finally, the creatures return to the town, and she goes to meet them alongside her child, promising she'll sacrifice anything to regain her sense of peace.
