Oliver is an eight-year-old boy with a strong sense of justice. He keeps a list of all the people, animals, and things he knows to have been wronged and does his best to restore justice. One day, his dad tells him about how there used to be a lake in the place of a local park but that it was destroyed in the process of building a local road. Oliver is upset at this news and sets out to discover who exactly built the road so that he can restore justice. He finds that the story is much more complicated than he had anticipated and that the roads have a long history of a feud with the water. It is unclear who started it, despite how hard Oliver tries to discover exactly that. Though Oliver's father had been able to broker a secret truce between the road and the water, they feud has reignited. Eventually, Oliver calls for another truce between the two sides and learns that his understanding of justice must be more complicated than he had originally allowed for.
