In a futuristic society, the Precrime Division has virtually eliminated crime. This is made possible by the predictions of "Precogs", three mutated humans who can foresee crimes before they occur. These predictions, known as "majority reports", are almost always unanimous. John Anderton, the founder and head of Precrime, believes deeply in the system's infallibility. However, his world is upended when a new majority report predicts he will murder a man he's never met, Leopold Kaplan, in the next week. Anderton is shocked but also knows that the system allows for the possibility of a "minority report", where one of the Precogs deviates from the consensus, providing a potential alternative future. Anderton covertly visits that precog, Jerry, and learns that his minority report says after Anderton learns he is predicted to murder someone, he will change his mind and no longer do so. But Jerry's report had been outvoted. Anderton's wife Lisa finds him and tells him the cops are on the way to catch him. She helps him escape and explains to him that if the minority report becomes public, then everyone will no longer have faith in the Precrime system. Anderton learns this was Kaplan's plan all along, to take down the Precrime division. Anderton decides to save it from disbandment. He fulfills the prediction by shooting Kaplan in front of a large rally — thereby verifying the system's accuracy, . In the end, Precrime remains intact, but Anderton, disenchanted with the system he once championed, decides to step away.
